    "content": "insurance directly, by requiring them to go through intermediaries, such as brokers and agents, thereby denying the Government and public entities direct access to an insurer. I am of the considered opinion that the said proposed amendment makes provisions for a matter listed in the definition of “a money Bill” and is subject to the provisions of Article 114 of the Constitution. Further, the proposed amendments will unreasonably and unduly expand the subject matter of the Bill within the meaning of the provisions of Standing Order 133(5)."
