"content": " Thank you, Hon. Speaker. I agree with the point of order by Hon. Kimani Ichung’wah that if you have a personal interest as spelt out under Standing Order No.90, you need to declare it. However, I thought Hon. Kimani Ichung’wah has jumped the gun. Even if this matter was admissible, the Standing Order is very clear that a Member who wishes to speak on any matter in which the Member has a personal interest shall first declare that interest. I have not seen the Member for Mathioya standing to speak on this matter. If he stood to speak, then, he would have been challenged if Hon. Ichung’wah has information that the Member has interests, whether pecuniary, proprietary or any other personal interests. I think we need to understand this Standing Order clearly that when you rise to speak, if you have interests, you are required to declare. By the way, there are cases where Members have been challenged previously to declare their interests."
