    "content": "Our county should provide shelter as provided for in Article 53, being a right of the child to have shelter. They should provide compulsory basic education to those children. They should also provide nutrition and healthcare as provided for in the Constitution, instead of abdicating that responsibility of providing basic rights to our children. Our counties are resorting to shortcuts of eliminating the existence of these children and dumping them out of town."
