    "content": "Thank you, Mr. Deputy Speaker, Sir. Some of these service boards are very corrupt entities and the people are being ripped off because of the operations. In our own region, South Nyanza, Trans-Mara, Kuria and even Kisii, the water company that is collecting revenue from water is Mukutura (??) but it is not servicing or repairing those pipes or even adding more water. Kilgoris Town, which has a population of over 30,000 people gets water maybe once or twice a week after we have repaired those pipes using CDF money. Could the Minister consider creating water services boards based on the new constitutional dispensation? For example, she can emigrate us from South Nyanza to Narok County so that we can be served by Narok Water Service Board. This will enable us to organize ourselves within our own county and be able to provide water to our people because we are depending on people who never turn or when they turn up, they come and collect money."
