    "content": "The role of the Senate in the review and approval of Government economic and spending policies contained in the BPS, are clearly buttressed in the functions of the Senate as clearly set out in Article 96 of the Constitution. The BPS sets out the annual revenue amounts to be collected by the national Government. These are invariably the resources that are divided between the two levels of Government. The Senate’s role, therefore, spurns protecting the financing of the counties, ensuring unified economic policies and prosperity in counties for the benefit of all Kenyans and to improve national and intra-county business climate. Thus, there is an overwhelming case for the Senate to pronounce itself on all aspects of the subject which are raised in the BPS not only the financing of the counties."
