"content": "Mr. Deputy Speaker, Sir, interestingly, things are happening that are completely impervious to the idea of devolution. If you look at the Big Four Agenda; indeed, those items on the Big Four Agenda, well managed, can be very good for the country. However, we must respect the Constitution. The Council of Governors (CoG) appeared before us and told us that they have never sat down even once with the national Government to discuss the Big Four Agenda. When you look at the Big Four Agenda, whether you are talking about food security, that is completely devolved. Universal healthcare is also devolved. When the national Government decides in the BPS that it will construct 6,200 health centres or facilities in counties, where do we leave devolution? There is no evidence that there is going to be consultation or that the counties will play a role. So, this House must constantly remind the two levels of Government of their constitutional responsibility to consult and cooperate."
