    "content": "Mr. Deputy Speaker, Sir, there is increase in expenditure for the national Government by Kshs99 billion and a reduction of the expenditure for development of Kshs26 billion. Even in terms of realising economic growth, we are not basing the economic growth on any tangible and fundamentals of economics but on good weather and things like that. How then will we make sure that we achieve our revenue projections? In the past, the Kenya Revenue Authority (KRA) has told us that they will collect a certain amount. Not once have they ever been able to collect the projections. Why should then this be different?"
