    "content": "Mr. Deputy Speaker, Sir, I think there is Advisory No.3 of 2013, but I stand corrected. The Senate should have a greater role in determining such issues that we are talking about. The Kenyan farmer should be held in high esteem because if they do not till their land, produce milk and maize, there will be insecurity in terms of food. In turn, that will be a threat to national security. If we are not food secure, people will not have energy to reproduce or even sit and have a serious discourse in terms of where this country is going. If we are not secure in terms of food, how will some people have energy to make threats on Twitter and hold press conferences to address corruption? They will not have energy."
