(a) Is the Cabinet Secretary aware that some students in public secondary schools in Kitui County have been denied their Kenya Certificate of Secondary Education Certificates due to school fees arrears contrary to Section 10(1)(b) of the KNEC Act 2012? (b) What measures is the Ministry putting in place to ensure that the affected students with fees arrears in Kitui County are issued with their certificates?"
