    "content": " Hon. Temporary Deputy Chairlady, thank you. This Bill should not have come back to the House. This is one of the Bills on which we spend a lot of time in this House going through. The President in this system of governance should not be allowed to legislate through the backdoor. The Bill originated from the Government. It should have covered all matters that the President feels should have been covered, but now that we spend a lot of time here, it is in bad taste for the Cabinet Secretary or whoever misled the President, to mislead the President in the form and manner they are doing. If we allow this trend to continue, you will see all the Bills coming back to this House, so that we can rectify even the title or even small matters that should not appear in this House. So, we are sending the Leader of the Majority Party to the Government to inform them that this is not acceptable and the House will not accept this anymore. Legislation will not be done through the backdoor."
