    "content": "(c) in section 11, by deleting subsection (5) and substituting therefor the following new subsection− “(5) The officers appointed under this section shall be paid such remuneration and allowances as the Council may, on the advice of the Salaries and remuneration Commission, determine.” The other amendment vests upon the Council to make a determination in terms of the remuneration and allowances of officers appointed under that section without reference to the Salaries and Remuneration Commission (SRC) which is mandated by Article 230(4)(b) of the Constitution. The provision contravenes Article 230(4)(b) of the Constitution and for that reason, the President recommends that the proposed Section11(5) of the Nurses Act be deleted and replaced with a new provision."
