    "content": "My colleague has spoken about pending bills. It is true that people who run Small and Medium-sized Enterprises (SMEs) out there are crying. The Government says that it wants to support SMEs every now and then. We have denied them the ability to have enough cash flows, so that they can employ more of our young people and other Kenyans because most of these debts are not paid. We know that our counties and the national Government have pending bills."
