You have contractors who are halfway through the process and so, you have to terminate those contracts. It becomes expensive and you will be paying interest on the time that he is taking. You may remember for those of you who were here 10 years ago about the stalled National Social Security Fund (NSSF) projects where a crane just stood there for ages. If you look at the amount of money the Government will have to pay as part of reviving some of those projects, is quite a bit. Our youth are complaining that they do not have jobs and there is no money circulating in the economy. Part of the contributors to this contraction of the economy is those stalled projects. That is because nobody is being paid and money is not flowing into the economy. We are now restarting new projects."
