    "content": "Therefore as I support this, I want to just start by indicating that it is important that when we are looking at a programme-based budget, we ensure that resource allocation is anchored in outputs in order that we cannot only reduce resource wastage, but that there can be a clear and convincing message to us in the House and to the public in general that we are taking the responsibility of matching resources in the direction that we would like the country to follow."
