"content": "(i) Firstly, the Member for Gatundu South (Hon. Moses Kuria) will notice his proposed amendments are missing from the Order Paper, and that, indeed, it is very deliberate. For the information of the House, the Member was proposing to insert a new clause immediately after Clause 12 to amend the Insurance (Motor Vehicles Third Party Risks) Act. For those who may not know, it is in Chapter 405 of the Laws of Kenya, a totally new subject from the amendments in the Bill. Cleary, the said proposed amendments were going to unreasonably and unduly expand the subject matter of the Bill within the meaning of Standing Order 133(5)."
