They went into very minute details of projects. The BPS, just like its wording, is about policy. For example, it is on revenue collection, debt and above all, the intention of the Government on how to spend the revenue collected. That is where the ministries and departmental committees took the opportunity and drove an agenda, as if these were Budget Estimates."
