He has not put any initiative at all. It is out of your ruling that he was prompted to go to Naivasha. I believe there is more he can do. I think you better make a further ruling on this, so that he can look at the Act again. It appears he does not have information on this matter. I am sure the Act empowers him to take action, the way you have said. So, can you make a final ruling so that we can proceed?"
