    "content": "On a point of order, Mr. Deputy Speaker, Sir. There are two issues here. The Assistant Minister is in charge of the National Environment Management Authority (NEMA) which falls under his Ministry. However, the Ministry of Environment and Mineral Resources cannot put up the treatment plant. That is the role of the Ministry of Water and Irrigation. We agreed with his colleague that they need to have an inter-ministerial committee to deal with this issue. This is because even if he prosecutes all of them, the sewage will still not be processed. So, we plead with the Chair that this matter be deferred and, perhaps, the Prime Minister comes and responds to it because it is cross-cutting."
