    "content": "Mr. Deputy Speaker, Sir, I thank the Assistant Minister for the answer he has given. However, if you look at part “b” of his answer, you will find that he is admitting that they are slow in disbursing the funds. Part “c” of the answer says that they will disburse some money at the end of September, 2010 and make another disbursement in April, 2011. This is the case and yet the Budget was read in June, 2010. This is a very grave matter because it is a promise that the Government made to Kenyans and the schools are relying on this money. The situation in schools is very pathetic."
