You have to take it to the Inspector-General and the Director of Public Prosecutions (DPP) and he will be arrested for not honouring parliamentary summons. It is very clear. The Governor of Kakamega was arrested after he refused to honour summons of the Senate. Tobiko wrote and said he must be arrested. So, you need to take that step and go to Noordin Haji and ask him to arrest and bring him before Parliament."
