"content": "Mr. Deputy Speaker, Sir, the Assistant Minister, in his answer, has admitted that there was delay. I wonder whether he has really read the Question. He has admitted that there is delay in the disbursement of these funds. Unfortunately, he has also said that the last disbursement was triggered by this Question which is very dangerous. Be that as it may, there is an obvious loss of learning time by the public primary school pupils and yet they undertake the same exams as those in private schools. They are graded the same and they compete for secondary school opportunities based on how they perform in their Kenya Certificate of Primary Education (KCPE). What has the Ministry done to level the ground because they have already lost time? That will certainly affect their performance in the KCPE."
