One only needs to determine issues as have been stated in Standing Order No.114(2), that a Bill is talking about something that is sensible, it is formatted in a correct manner perceived by law, it does not concern counties and it is not an ordinary or a special Bill. The problem is that they want to determine the merit of the Bill and scrutinise it as though it has gone for public participation."
