When you deal with a CS informally, then informal arrangements remain informal like a friendly chat. If you invite the CS before a Committee and he commits himself to transfer Ksh10 billion to the NG-CDF fund, then he will have to do so, because it is a commitment to a formal Committee of Parliament."
