    "content": "I rise to support this Bill. First, I take this opportunity to thank His Excellency the President for believing in devolution. He would have accepted to dissolve Makueni County Government, but in his wisdom as a person who believes in devolution, he never accepted the resolution that had been taken to dissolve that county government. I do not know what the drafters of the Constitution had in mind when they came up with the article that provides for the dissolution of a county government."
