    "content": "Thank you Mr. Deputy Speaker, Sir. My Question was very cIear. I want equity in terms of water resources allocation in this country. That is why I asked about the number of boreholes which have been drilled in the last three years in the whole country; in the 210 constituencies. Looking at this document from the Ministry, the issue of equity is not a concept that is applied. In this document, from the tabulation that they have given us, from No.263 to 374, 111 boreholes have been dug in one sub-region - Ukambani. I have no problem with my fellow citizens in Ukambani benefiting from boreholes. However, I demand equity in terms of resource allocation and distribution of water points in this country. I would like the Assistant Minister to explain what criteria the Government used to commit 30 per cent of all the resources allocated for drilling of boreholes to one region in the last three years. I want to know the criteria used by the Ministry to allocate 30 per cent of all the water resources to one region. I want to know what informed that decision."
