    "content": "The Senate has also been given guidelines as to when to lift the suspension of that county government. So, in supporting this amendment, it is very clear that it has come at the right time. Thanks to the Committee on its clarity as to what ought to be done. In the past, we had county councils or local authorities. They were suspended because they could not function and I could see it coming. For example, most MCAs in our counties have been urging for dissolution, and kicking out of governors if he or she is not doing well according to them.
