    "content": "At the same time, I see a situation where devolution is working for those who are ready. Devolution will work for the counties, constituencies and people who are ready for it to work. We have been experiencing many situations in this country. For instance, we have seen war in counties like Migori, Embu, Homa Bay, and Machakos especially between MCAs and speakers. Those are people who will derail devolution which we know has good intentions. I am happy because this Bill comes from the Senate, which is the institution that is mandated to ensure that devolution works. I want to congratulate the Senate because it has the best interest of our counties at heart. It is up to the people at the grassroots to make it work. I am also using this opportunity to call for sobriety in our county assemblies."
