    "content": "The issue that Members have discussed or raised on the Floor of the House is late disbursement of funds, including this financial year. Fifty per cent of NG-CDF has not been disbursed to the constituencies yet we are in the third quarter. This has affected many projects like disbursement of bursary funds. The Government has achieved almost 100 per cent transition from primary to secondary schools this year. Even those who finished their Kenya Certificate of Secondary Education (KCSE) are still waiting for funds because the target is to ensure that students join colleges and universities."
