"content": "power to appoint the date and place of the First Sitting of the House. This was omitted in Chapter 11 of the Constitution which deals with the county assemblies and county governments. We tried to capture it in 2012 through the County Governments Act. However, we did not do it by some mistake. That is the error we want to cure with this amendment. We assumed that the President as the head of State is represented at the county level by the governor who is the chief executive of the county government, but not the head of the state of the county. He has no power to call the county assembly to sit, on behalf of the people. According to Article 185 of the Constitution, the county assembly oversees the governor. I brought this amendment in order to make this law be in tandem with what is provided for in Article 126(2) of the Constitution. The President has the power to convene a Parliament. He should also convene all the county assemblies because he acts as the head of State at that point, but not as the chief executive of the executive arm of Government."
