"content": " Hon. Chairman, I oppose this amendment. It is clear that the President has powers, through a Gazette notice, to appoint a place and date for the sitting of the National Assembly. Executive power, according to the Constitution, is exercised at two levels. It is exercised at the national level, through the national Executive; and at the county level, where it is exercised by governors and county executive committee members. That is what is in our Constitution. I do not see why convening county assemblies in the country should be the business of the President. We are giving the President too much work, including finding out, for example, when Samburu County Assembly, Kajiado County Assembly or Homa Bay County Assembly want to start sitting. It will be a total mess for the President. When we legislate, we do so to correct some mischief. I do not see any mischief in the current system that the amendment is seeking to address."
