    "content": "My friend, Hon. Amos Kimunya, should reconsider this amendment because to me, it serves no purpose. Let us allow the counties to decide between the speaker of the county assembly and the governor. It is very easy for them to agree rather than asking the President to decide. The speakers may not even access the President. These are small people. How do speakers of county assemblies access the President to agree on when the assemblies should sit? Do you not see that we are giving our President too much unnecessary work?"
