    "content": "At the county level, it is the governor. Let us not assume always that the President will have the majority of the counties. I want the Leader of the Minority Party to listen to me. Imagine a situation where the President of the time does not control majority of the county assemblies in the country. The President can use his powers not to operationalise certain county assemblies. It is possible. We are talking about a presidential system of government, where county assemblies and even the national Parliament must be independent of the Executive. So, we have a law where the governor and the speaker of the county assembly consult on the venue and date when the county assembly will sit. The same is with the Speaker of the National Assembly and the President. This is the week when we have the devolution conference. We should not make legislation that weakens devolution."
