    "content": "THAT, Clause 11 of the Bill be amended in the proposed amendments to Section 31 by deleting the proposed new paragraph (a) and substituting therefor— “(a) may dismiss a county executive member, if the governor considers appropriate and shall give reasons for dismissal” The proposal aims to ensure that the proposed amendment does not contradict provisions of Article 48 of the Constitution relating to fair administrative action by requiring the governor to give reasons for dismissing a County Executive Committee (CEC) Member"
