I understand because water is scarce. You have seen from the last census results that only about 15 per cent of Kenyans have access to water. Therefore, we expect every hon. Member to be concerned, because none of them can rise up here and say that they do not have water problems back in their homes. Now that we have agreed, it is important that you rule that the Minister be adequately heard."
