    "content": "Further to that, we have realised that over the years, despite the big sums of money provided to county governments, the people we represent here still have a lot of confidence in NG-CDF funding and its utilisation because they manage the Fund and it covers specific needs of the people. Despite the billions of shillings that county governments get, it has not been significantly felt on the ground. Because of its significance in the social development of the people we represent, we propose that the allocation for NG-CDF be increased to about 5 per cent of the last audited accounts so that we can have sufficient resources to meet the desired development needs of our people."
