    "content": "I would like to start by talking about the 2.5 per cent. This is a fund which, if it was given a higher percentage than this, can make a difference. It is very well grounded on the NG-CDF Act where we have our expenses and projects clearly stipulated with regard to how much money goes to administration and all the programmes. This makes it very organised and it makes sure that resources are not misused. When I say this, I am comparing it with what we are seeing in the counties where a lot of money is being used, but the impact on the ground is so small."
