"content": "I would also like to comment about leadership in terms of our managers. It is important for the Committee to note that when a manager is not effective in a constituency and the Member of Parliament makes a report… I have heard five constituencies mentioned that have not been able to deliver. They have not even brought their projects for this financial year to be approved. Most of the times, it will not be because the Member of Parliament is not working. It will be that there is somebody who is managing that constituency who is not available. What happens when managers are not working? Most likely, they are transferred to the next constituency where they are likely to do the same mess. It is something that the board needs to look into so that it can either train them or be stricter with the managers so that they can do their job."
