    "content": "Everywhere you go in this country, there is a success story about development by the NG-CDF, be it construction of classrooms, renovation of existing infrastructure, construction of houses for security officers and many other things. However, barely three months before the end of the Financial Year 2018/2019, disbursement to the constituencies stands at 25 per cent. This is very painful. I think there is a deliberate move by the National Treasury to sabotage disbursement of funds to the constituencies."
