    "content": "I want to put much emphasis on increasing the amount of money which is being disbursed to constituencies from 2.5 per cent of the GDP. It will be prudent if this amount is improved to, at least, 5 per cent. Although devolution came with a lot of goodies, the chunk of the money that counties are given goes to recurrent budgets. What goes to development is minimal. That is why the NG-CDF is very handy. It is instrumental to the people at the ward level. We need to increase the Fund from the current 2.5 per cent to 5 per cent for the welfare of Kenyans. Thank you. I support."
