    "content": " I am properly guided, Hon. Speaker. First and foremost, it must be understood that this House, under Article 95(4)(b) of the Constitution, appropriates funds for expenditure by the national Government and other State organs. Indeed, under 95(4)(c), the National Assembly exercises oversight over national revenue and its expenditure. Our Standing Orders, specifically Standing Order No.205, has gone further to give the mandate of overseeing national revenue and expenditure to the PAC. Indeed, pursuant to this Standing Order, the PAC set out to examine the accounts of the Independent Electoral and Boundaries Commission (IEBC) for the Financial Year (FY) 2016/2017. Therefore, in the course of the examination, the Committee made specific findings. In respect of the findings, the Committee made specific recommendations. If one cares to read this Report, he will appreciate the fact that we have more than 50 recommendations. The two that Hon. Duale has alluded to are just two out of the 50 recommendations."
