    "content": "Hon. Speaker, I want to give examples. When the same KQ wanted a sovereign guarantee of over Kshs70 billion, that was brought here and the Hon. Leader of the Majority Party tabled a Paper that was deliberated in this House and the House approved through a sessional paper. When KQ wanted a cash bail of Kshs4 billion, it was brought to this House using the right procedures. I want to use the word “to guide” the leaders of this House on whether public money has already been used or not.
