    "content": "I agree that they can look at the business side of it, but this matter is still at the stage of policy. It has not moved to business. It is a proposition. Standing Orders are very clear that they cannot look into matters of policy. As the Minority Whip, I need to re-look at the constitution of that Committee. This is an embarrassment to the House. What we do here is what informs Kenyans outside there. Kenyans think that we legislate in vain. When you see a Somali man putting on a kofia, he has become old. That means his head is not functioning properly as required. I do not want to belabour the matter. I want you to rule on two issues. You should rule on whether this matter is properly before the House. You must give us your considered opinion and ruling on that in accordance with the Standing Orders and the Constitution. You should also rule on whether we need to wait for policy and sessional paper, so that we, as a House, can interrogate this matter wholesomely."
