    "content": "There are many times we wanted to deal with very juicy issues and current issues in PAC, but were told not to because it was not within our mandate. We were told not to go there and told that our mandate as spelt out in the Standing Orders is very clear and well defined. There are times when it calls for joint committees and there are other times when the Public Investments Committee and the Departmental Committee on Transport, Public Works and Housing can have a joint sitting if the issues concern them both of them. We have seen that before."
