    "content": "I also urge that the incoming commissioners, if approved by this House, should strive to do what the previous commissioners did not sufficiently do. They must strive to ensure that the Police Service is a service and not a force. The word “independent” which we have put in the Constitution, in respect of the Office of the Inspector-General (IG), means something. It means that civilian oversight of the police is maintained and the Police Service serves the people without corruption, nepotism and favouritism."
