    "content": "Right now, if you look at HELB, you will find that the number of students who can be accorded loans for doctorate and masters studies is limited to only 200 per year. Right now, if you look at the demography of the students and go back to history, you will see that the Coast region has been completely marginalized. It is kimenyano .
