"content": "I would like to join my colleagues who have said that we do not have shortages of laws and regulations in this country. The main problem is lack of enforcement. My prayers are that as I support this Motion by Hon. Didmus, he will follow it up to ensure that it is enforced to the letter. We have institutions like the NTSA, which is mandated to ensure that the transport sector is regulated. Kenyans are very emotional. Because of the many accidents that happen in this country, NTSA was diluted. The enforcement aspect was removed and taken back to traffic police officers. Since then, I am yet to see any improvement. Therefore, Kenyans are to blame."
