    "content": "The regulations will have to be made by the NTSA or whatever other sector including the Ministry of Transport, Infrastructure, Housing and Urban Development. We, including myself who sit in the Committee on Delegated Legislation, should look at the regulations, ensure they meet the requirements that benefit Kenyans, pass them and walk the industry through the regulation-making process with a view of coming up with the very best for the country."
