    "content": "Madam Temporary Deputy Speaker, we should also consider the distribution of this fund to different regions on the basic consideration of the poverty index. There are certain regions which are poorer than others. That is where the fund should be more concentrated. It should not be a fund that encourages more marginalization of poor areas by subjecting many students to a situation where they cannot be able to access higher education because they cannot fund themselves. Therefore, the poverty index should be very much used in deciding on where this fund should be distributed."
