    "content": "Indeed, we need to increase the amount of money that is available to our students in public universities as well as those in other institutions of higher learning. So far, as it has been said, almost 300,000 Kenyans have benefited from HELB. But we need to do much more. I also appreciate the fact that the allocation to the Ministry has not been as much as we would like. This year, we got only Kshs1.45 billion. Together with the recovery of Kshs2 billion, we had a total of Kshs3.45 billion available, although the demand is actually Kshs6 billion. So, there is the need for expansion."
