    "content": "Clause 5 of the Bill provides timelines for public participation. Through public participation, members of the public makes their contributions and enrich any statutory instrument. For example, if it is a matter of legal fees or economic resources, the views of members of the public are taken into consideration. Therefore, this Bill will enhance resource management as well as accountability in the counties."
